I had assumed these were Austrians but they seem to have backplates (not sure if officers did but I think troopers didn't). Are they Prussian/ Or something else? The only cuirassier officer in any S Range list I have is the French one

Generally its the French who have epaulettes with frills. Austrians Prussians and Russians don't
Prussian cuirassiers do not have cuirasses.
Prussians and Russians have separate pistol holster covers. I think French generally have the shabraque over the pistols.
